Is that really all you're asking? Because that's easy. Police and military forces have almost nothing to do with each other. How long has the military been using bombs and missiles? When is the last time you heard of the police using bombs or missiles? And the only reason a strike happened is because multiple levels of people at the operational level - who had probably been tracking this guy 24/7 since he showed up in Baghdad - decided they had a clear opportunity to finish him without collateral damage. Saying we attacked an airport is misleading, we struck a truck on a road adjacent to an airfield, meaning acres of empty asphalt. You can look on Google maps and see the closest building that might have had a person in it was a hangar that was a mile away. Then find photos of the strike. Once you look past the big scary truck fire and the twisted railing they ran into, you can see how little of the road around them is actually damaged. Any civilian in Baghdad that day had a better chance of being struck by lightning than that drone.

An engine failure on takeoff is believable, but it almost certainly comes down to human error. The crew overlooked a problem, or the Iranian maintainers at the airport didn't fix something properly. It could even be as simple as a bird colliding with the engine. The timing is hard to ignore though. Who would benefit from a highly publicized plane crash in Iran?

This is much more believable than the idea that the US would fire on an aircraft with proper IFF transmission. I'm not saying it's not believable, but there's a long, extensive and continuing history of mishaps in aviation due to communication failures.
